Op grond van het humanitair oorlogsrecht moet onderscheid worden gemaakt tussen militaire doelen ( combatants en military objectives ) enerzijds en burgerdoelen ( civilians en civilian objects ) anderzijds. Onder military objectives worden verstaan ‘ objects which by their nature, location and purpose or use make an effective contribution to military action and whose total or partial destruction, capture or neutralization, in the circumstances ruling at the time, offers a definite military advantage ’. Alleen militaire doelen zijn een legitiem doelwit van gewapende aanvallen.
