"In summary, it should be stressed that the right to entry is - apart from the seemingly rare exception of a punishment of exile provided by law - guaranteed without restriction to all nationals and to those stateless persons and aliens who have set up a permanent home in the sovereign territory of a State Party. These persons may not be expelled. Formal requirements to prove nationality (e.g., presentation of a passport) or an especially close relationship to the State of entry are, however, permissible."
