Alinea 22 Parket bij de Hoge Raad 5 december 2000
Een alinea uit Parket bij de Hoge Raad 5 december 2000, ECLI:NL:PHR:2000:AA8825.
"The Court considers that the question of whether conduct is 'likely to cause annoyance' is a question which goes to the very heart of the nature of the conduct proscribed: it is conduct whose likely consequence is the annoyance of others. () Conduct which is 'wrong rather than right in the judgment of the majority of contemporary citizens', by contrast, is conduct which is not described at all, but merely expressed to be 'wrong' in the opinion of a majority of citizens" (EHRM 25 november 1999, European Human Rights Cases 2000 blz. 99, nr. 11 m.nt. H.L. Janssen).
