'Though it is certain that no general prohibition of taxes payable exclusively out of the tax-payer's capital can be derived from Article 1, the Commission finds that a financial liability arising out of the raising of taxes or contributions may adversely affect the guarantee of ownership if it places an excessive burden on the person concerned or fundamentally interferes with his financial position.'
