184. In so far as some of the lawyers were hired by the applicants themselves, the Court considers that in the present case the situation is no different from that of legal representation by State-appointed lawyers. While the State cannot be held responsible for the quality of representation by a lawyer of the applicant's own choosing, it should nevertheless ensure that such a lawyer has an opportunity to fulfill his or her obligations in the best possible conditions. Where it is clear that the lawyer is unable to represent his client effectively owing to the lack of time and facilities to organize a proper defence, appropriate positive measures should be taken to remedy the situation."
