‘However, although the goodwill attached to a professional practice may, in certain circumstances, constitute an element of the valuation of that practice as a possession, the Commission considers that any goodwill derived from the possibility to perform services on the basis of a licence which is not automatically connected with the operation of the medical practice, and is subject to revocation on grounds outside the applicants exercise of their medical profession, cannot be regarded as goodwill attached to a professional practice and, in the circumstances of the present case, does not constitute a possession within the meaning of Article 1 of Protocol No. 1’.
