“145 (…) It follows that the central question to be addressed in the present case is whether adequate steps were taken by the school authorities to ensure the applicants’ speedy progress in acquiring an adequate command of Croatian and, once this was achieved, their immediate integration into mixed classes. (…) Thus, the alleged inequality of treatment in the enjoyment of the right to education is a fundamental aspect of the present case and the issues pertinent to this case are to be analysed from the standpoint of Article 14 of the Convention read in conjunction with Article 2 of Protocol No. 1.”
