"I entirely accept your good faith and that of your predecessor. You have since our meeting kindly provided me with a copy of the fiscal report in translation, containing certain information about the Guernsey accounts which, if I have correctly interpreted matters, derives from other sources - notably the evidence of one [getuige1] - than that obtained pursuant to the notices issued under the Fraud Investigation Law. In those circumstances, I am prepared to accept that neither your office nor the Dutch Tax Office deliberately set out to breach the undertaking given by your predecessor; and, further, that the inadvertent misuse by the tax office of the limited information from the Guernsey investigation provided to them for other purposes has resulted, paradoxically, in a lower additional assessment being made than might otherwise have been the case. Good faith and inadvertence notwithstanding, however, it remains the case, in my opinion, that the disclosure and subsequent use of the figures obtained from the Guernsey information did constitute a breach of your predecessor's undertaking."
