“From Pelican’s perspective, this assignment has been successfully completed. Prior to deploying to Abidjan, issues such as the possibility of fraud and bribery were discussed but neither PA nor any of the ARIS team witnessed these problems. We confirm that the individuals that were interviewed, subject to the issues and qualifications raised above, were genuine Claimants.”
