The transfer of command and control over Dutchbat took place for the purpose of a UN peacekeeping operation based on Chapter VII of the UN Charter to implement the mandate (see 2.12). The Security Council is solely responsible for implementing international peace and security and is primarily responsible for implementing the mandate. The command and control the State transferred to the UN is inter alia cited and described in the Operations order of December 14th 1994 that aims at Dutchbat III replacing Dutchbat II.
