Even the fact that Dutch UNPROFOR officers as and when necessary had direct contact with Dutchbat and in doing so missed a link or two in the UN chain of command is not per se accompanied by effective control of the State. Such direct contact was according to statements Nicolai made to the Parliamentary committee of inquiry prompted by the practical wish to discuss questions directly (PE hearings [= PCI interviews], p. 259). This contact did take place inter alia during the discussion about abandoning the observation posts between Nicolai and Karremans prior to issuing the Post Airstrike Guidance that we will discuss below and that took place within the UN chain of command.
