In this actual situation with due regard for the text of Gobilliard’s order in which the task of protecting the refugees “in your care” follows on immediately after that of withdrawal of Dutchbat in Potočari we are unable to understand the order as reasonably relating to anything other than just the refugees in the mini safe area .
