In the light of Claimants’ arguments the District Court is of the opinion that given the State’s dispute with arguments and the facts and circumstances sketched in the previous paragraphs there are insufficient facts to be able to conclude that on July 11th 1995 the State exercised decisive influence on discontinuing CAS. We pass over therefore the offer of evidence Claimants made for this purpose.
