4.139. Quite apart from the answer to the question if the French offer would have had any effect since the planning and preparation of the operation would easily require 72 hours (NIOD, pp. 2291 to 2292) the State did not have full or final say over deployment of helicopters for Dutchbat’s purposes. The fact is that prior to any such action that the mandate did not foresee there would first have had to be agreement reached within the UN and it would have had to be attuned to NATO since helicopters are vulnerable and need air cover. This stands in the way of attributing to the State the failure of the Tigre helicopters to appear and to be deployed.
