It is the conviction of the Court that international co-operation in criminal matters, normally taking place pursuant to a treaty concluded between states, in general should be governed by the principle of mutual trust. This principle - in short - implies that the requested State should rely on the quality of the requesting State's legal system, which has the consequence that the court in the requested State is not free to examine the legality of the request to co-operate.
