'On the basis of the evidence available, the Secretary of State could not reasonably have reached the conclusion that there was in general no serious risk of persecution in Pakistan. The Secretary of State’s inclusion of Pakistan in the Order to be approved by the Parliament had therefore been irrational, and the Judge had been correct in ruling the inclusion of Pakistan in the countries designated in the Order was unlawful.'
